Charities bill set to become law

News/Events Category: GovernanceThe Charities (Regulation and Administration) (Scotland) Bill passed Stage 3 in the Scottish Parliament on 28 June 2023 and is set to become law in the next few weeks.
The Bill is the biggest change to Scottish charities law since 2005. It seeks to strengthen the powers of the Scottish Charities Regulator (OSCR) and to make charities more transparent and better regulated through:
- giving OSCR wider powers to investigate charities and charity trustees
- amending the rules on who can be a charity trustee and extending those rules to prevent people barred from being charity trustees from senior managers in a charity
- increasing the information that OSCR hold about charities trustees
- updating the information that needs to be included on the Scottish Charities Register
- creating a record of charities that have merged
Most of the changes will not take effect for several months at least. Fife Voluntary Action will advise on its website when commencement dates have been announced.
