    Disclosure Scotland have created a guide for parent run groups such as parent councils and parent teacher associations (PTAs), and the roles, activities, and events they run and are responsible for. 

    School-based volunteering which is managed by the school, such as parent classroom volunteers, should follow the school’s own safeguarding procedures, including appropriate use of the PVG scheme by the school.

    Following the implementation of the Disclosure Act, it is not the intention that all members of a parent run group will now require PVG membership. This will depend on whether the role fits the ‘regulated role’ criteria.

    Regulated roles

    A regulated role for parent run groups is where an individual is carrying out a role for that group that means they are carrying out an ‘activity’ and have ‘contact with children’ as a necessary part of their role with the parent run group.

    It is not possible to provide an exhaustive list of roles, positions or duties that would constitute a regulated role. This is because of the structure and descriptions of the roles that people do in parent run groups can change and vary, dependant on the organisation and type of work being carried out.

    This guidance is intended to support parent run groups in their assessment of whether their staff or volunteers are carrying out a regulated role.     About parent run groups 

    Parent run groups are generally considered to be “qualifying voluntary organisations”, meaning that they can access PVG scheme disclosures for their volunteers for free. The parent run group must be not for profit and not be (or be managed by) a school, college, university, public or local authority to qualify for free PVG scheme disclosures.

    The organisation must be not for profit, such as a charity.

    It must not be:

    • A school, college, or university
    • A public or local authority
    • Managed by a public or local authority

    Parent run groups should apply for disclosures via Volunteer Scotland Disclosure Services (VSDS). VSDS help the voluntary sector process checks and understand the disclosure system. This service is free of charge. Further details, including how to enrol your group to access disclosures through VSDS, can be found on the Volunteer Scotland website.
